This week, the Palestinian delegation opened the talks by demanding the use of American muscle against the Israelis. But the Israelis, too, appear convinced that it will take a stronger Ameri- can hand to move the talks to the next level, although — officially, at least — they continue to call for a minimal American presence. With a new, more flexible government in Israel and a host of confidence-building gestures by Yitzhak Rabin in recent months, the onus is now on the Arab parties to match the Israeli conces- sions. So far, leaders in Damascus and Amman have been loathe to do so, and Israeli negotiators have also become convinced that only additional, carefully calibrated American intervention will wrest even small concessions from the stubborn Arabs.
