their supporters ever come to
grips with what needs to be
done for "peace to break out"
in the Middle East?

gotiations?
Logically, we should look
back on President Carter with
fondness, but many Jewish
activists see him as an ad-
versary, recalling the Andrew
Young controversy (when the
then-United Nations ambas-
sador had illegal contact with
PLO representatives) and Mr.
Carter's harsh exchanges
with then-Prime Minister
Menachem Begin. "Compared
to Bush, Carter is a saint," ob-
served a key Capitol Hill sup-
porter of Israel.
In any event, those Jewish
activists who put the word out
that Warren Christopher
would not be acceptable to the
pro-Israel community as Sec-
retary of State made a serious
mistake. Whether or not Mr.
Christopher, who was deputy
secretary of state under Pres-
ident Carter, is a good choice
is, of course, up for debate.
But the perception of pro-Is-
rael supporters lobbying
against a respected diplomat

for allegedly having a bias
against Israel can only back-
fire — especially when the
president of AIPAC resigned
in disgrace for boasting, in a
taped conversation, that he
had been "negotiating" with
the Clinton campaign about
candidates for secretary of
state.
Even AIPAC's public de-
fense of Mr. Christoper
smacked of a certain arro-
gance, noting that no evidence
of wrongdoing on Mr. Christo-
pher's part had been brought
to the pro-Israel lobbying
group's attention, as if he was
on trial.
Surely if Mr. Christopher
does become secretary of state
the American Jewish corn-
munity starts out with at
least one strike against it for
this heavy-handed and inef-
fectual attempt to block him.
Mr. Clinton, as president,
may seek to distance himself
from AIPAC, because the lob-
by has brought a fair amount
of negative attention on itself
of late. But that doesn't mean
he won't be receptive, and
sympathetic, to Jewish con-
cerns.
There are two ways to
gauge a president's policies on
Israel. One is to look at the
whole piece — his statements,
advisers, and actions, etc.,
and, of course, it is too early
to tell. But the other is the
man's kishke quotient — how
he feels in his gut regarding
empathy toward the Jewish
state, sensitivity to Jewish is-
sues and comfort level with
Jews. And either you've got it
or you don't. Nixon, Ford and
Bush didn't have it. Carter?
Reagan? You can make a case
either way.
But Bill Clinton and Al
Gore have it. Now let's see if
and how that translates into
action. ❑

region.
Until that happens, the po-
litical scenario is not one
which gives much reason for
optimism.
As a result, not only will Is-
rael and Arab nations con-
tinue to suffer from the tragic
cycle of violence, but the
world will feel the fallout as
well.
And no amount of dema-
goguery can change that. ❑
