KOSHERTAREVEK Itamar Rabinovich is New Envoy Jerusalem (JTA) — Noted Arabic scholar Itamar Rabinovich, who heads srael's negotiating team ith Syria, is to be Israel's new ambassador to Wash- iirgton, replacing Zalman Shoval. Mr. Rabinovich will con- tinue in his post as head of the Israeli delegation to the peace talks with Syria, being held in Washington. Mr. Rabinovich confirmed a headline report to this effect in the Israeli daily Yediot Achronot. He would 'hot say exactly when he „would take up the post, although it was reported that it could be at the end of the month. Mr. Rabinovich, who is 49, is also presently rector of Tel Aviv University. He was appointed chief negotiator to the talks with I Syria in August by Prime Minister Yitzhak Rabin, soon after Mr. Rabin assum- ed Israel's leadership post. Mr. Rabinovich was (.chosen to succeed Yosef Ben- ,-.Aharon, who had previously >been chief aide to former Prime Minister Yitzhak Shamir. Both appointments of Mr. Rabinovich were made in consultation with Foreign Minister Shimon Peres. Mr. Shoval is to end his service in Washington at the end of November, and Mr. Rabin and Mr. Peres are pressing Mr. Rabinovich to take up the post as soon as possible after that. The change would be par- ticularly appropriate if a new administration is preparing to take office in Washington, Yediot Achronot reported. Mr. Rabinovich is a spe- cialist in modern Middle Eastern history, particularly in Syrian studies. He has also been director of the Dayan Center for Middle Eastern Studies at Tel Aviv University. Among the books he has authored is The War for Lebanon: 1970-1985. His latest book, The Road Not Taken, is a chronicle of dip- lomatic efforts to reach negotiations between Israel and the Arabs in Israel's formative years. Quebec Expects Little Change °Montreal (JTA) — Despite an overwhelming rejection of a new constitutional ac- cord across the country this week, Quebec's Jews are be- L ing told by community leaders that nothing will change in the foreseeable future. In a nationwide referen- dum, 53 percent of Canadian - v oters rejected the Charlot- tetown Accord, while 48 per- 'cent voted in favor of it. The accord, agreed to by all 10 provincial premiers last summer, was aimed at reforming the constitution to llow French- speaking Quebec greater autonomy 'while preserving Canadian unity. In Quebec, the proposal was rejected by a vote of 57 percent to 44 percent. Only four of the 10 provinces — New Brunswick, Prince Ed- `,--ward Island, Newfoundland and Ontario — voted in favor oT the accord. Max Bernard, who chairs the Canadian Jewish Con- gress' National Unity Com- mittee and the Constitu- tional Coalition, composed of members of the Greek, Italian and Jewish com- munities, spoke to the cam- paign team of the Combined Jewish Appeal the morning after the nationwide refer- endum. "Canadians told the politi- cians that they don't like the deal," said Mr. Bernard, whose committees toured Canada pushing the pro- posal. "It's also clear that the lack of confidence voters had in our politicians af- fected them enormously." He admitted that the vote echoed some anti-Quebec sentiment, "but only in that they (Canadians) felt Quebec got too much in the deal and we (Quebecers) felt we didn't get enough.
