"basically because I voted in
the Israeli one. How many
people in the world have the °
right to vote in two places at
one time?"
She recently visited the
U.S., and said her friends,
all of them pro-Clinton, were
quite angry at her for giving
up the chance to add to the
Democrat's total.
Mr. Eliot, 32, from
Rochester, N.J., said he was c7i,
voting chiefly because he
had the right to, secondly
because the outcome of the
race would affect his family
in the U.S., and thirdly be-
cause it would affect Ameri-
can policy toward Israel.
Mr. Zimelman said he was '-
casting his ballot for Mr.
Clinton, not because he
would be better for Israel,
but, in light of Mr. Bush's
empty domestic record, be-
cause he would be better for
America. -
A Labor Party supporter
and fierce opponent of the
Likud, Mr. Zimelman, who
is also a Democrat, said,
"Bush and Baker have done
a lot for Israel in promoting
the peace process. Without
their influence and in-
volvement, I don't know if it
would have gotten as far as
it has."
He believes Mr. Clinton
will "maintain the momen-
tum" begun by Republicans,
and when asked how he
would vote if he were con- /-1.
sidering Israel's best inter-
est only, he answered: "I
don't know. It's about a toss-
up." ❑

preciation to the caucus for
its endorsement, but the
letter hasn't come.
"They're busy with a lot of
other things," Mr. Froehlich
reasoned.
The idea of voting in elec-
tions for a country they have
left behind, and that they
are among the world's few
citizens privileged enough to
have voting rights in two
countries (British and
Australian expatriates are
about the only others),
doesn't seem to bother more
than a handful of Americans
in Israel.
(By contrast, Israeli
citizens living abroad cannot
vote in Israeli elections. An
exception was finally
granted in the June election
for oversees representatives
of the government and
quasi-official bodies such as
the Jewish Agency.)
"American citizens in
Israel probably pay more
taxes than a lot of people liv-
ing in the U.S.," said Mr.
Weinstein, arguing his
moral right to vote.
"If we don't vote, we've got
taxation without represen-
tation," added Mr. Franklin.
Besides the question of
Israel, there are other
issues, such as Medicare and
Social Security benefits, that
affect Americans abroad,
Mr. Franklin noted.
One Jerusalem couple,
Eliot and Debbie Zimelman,
are split on the issue.

Assembly Focus
Is On Identity

New York (JTA) — The
61st annual General
Assembly of the Council of
Jewish Federations will
devote special attention and
a full day of programming to
the issue of strengthening
Jewish identity and con-
tinuity.
The largest annual gather-
ing of Jewish lay leaders and
professionals in the world, to
be held Nov. 10-15, is the
first ever to be hosted in
New York City. At least
3,500 participants from the
United States, Canada,
Israel and other Jewish
communities worldwide are
expected to attend.
Nov. 12 will be dedicated
to the federations' response
to the 1990 CJF National

Jewish Population Survey,
which was released last
year, and to how the federa-
tion system is preparing for
positive and creative actions
in the coming years.
Afternoon programming
will include major forums on
such topics as Jewish identi-
ty, the Jewish community,
financial resource develop-
ment, North American
society and Israel-Diaspora
relations. A series of 18
workshops will follow, ad-
dressing issues such as Jew-
ish education, resettlement
and acculturation.
The final event of the day
will be another convention
highlight: a tribute to
Israel's retiring President
Chaim Herzog.
