Walter Briggs and Repub-
lican Joe Knollenberg, who
are fighting it out in Oak-
land County's 11th Congres-
sional District to replace
retiring congressional vet-
eran William Broomfield,
who served in Congress for
36 years.
"This election is tremen-
dously different," Mr. Briggs
said. "There is a unique op-
portunity for freshmen to
make an impact. But you
have to be realistic."
Mr. Briggs said he would
aim for a committee like
Banking and Urban Affairs,
one he believes is attainable
and in line with his profes-
sional experience as an ac-
countant. But he would not
rule out putting his name in
the hat for some big name
committees like Appropria-
tions or Foreign Affairs.
"I would love to be on a
powerful committee, but the
question is whether or not it
is possible," Mr. Knollenberg
said. "Freshmen have to take
a back seat."
Mr. Knollenberg would
like a spot on the House
Energy Committee. But
even that, he said, may be
beyond his reach during a
first term. If he wins, he will
shoot for a spot on the Small
1 Business Committee.
Mr. Broomfield is the top
ranking Republican member
of the Foreign Affairs Com-
- mittee, yet his replacement
— Mr. Knollenberg or Mr.
Briggs —would not be ex-
pected to be appointed to a
major committee in the first
two years on the job.
"I doubt they (freshman)
will get on Appropriations,"
said a Washington lobbyist,
who asked for anonymity.
"But you never know."
A Congress filled with
newcomers means represen-
tatives with seniority who
win their reelection bids
could move up the power
ladder.
In the 12th District, which
includes parts of southeast
Oakland County, voters are
expected to return incum-
bent Rep. Sander Levin, D-
Southfield, to Washington in
the heavily Democratic
district. He faces a political
newcomer, Republican John
Pappageorge, who believes
the district is filled with
Republicans.
If Mr. Levins wins, he
could gain greater clout as a
member of the House's most
powerful committee, Ways
and Means, which handles
tax issues. Already, Mr.
Levin has moved ahead in
seniority since members of
Congress began announcing
retirements. ❑
