A recent New Republic re-
port describes Mr. Teeter as
"well-liked and enormously
respected as a strategist," but
not "an authority figure
whom others automatically
look to for leadership. (He is
not one to) tell Bush to get in
gear."
A U.S. News and World
Report article disagrees, call-
ing Mr. Teeter "an all-around
adviser on politics and poli-
cy, Bush's chief incremental-
ist and strategic thinker...He
is likely to remain at the cen-
ter of both policy and politics
in George Bush's Washing-
ton."
Washington observers tap
Mr. Teeter as a possibility for
chief of staff in a new Bush
administration.
Mr. Teeter's strategy for
the campaign has been to fo-
cus on several strategic is-
sues, among them drugs,
crime, education and the
deficit. A professional poll-
ster, he reportedly takes
much of his guidance about
directing the campaign from
public opinion surveys.
His approach is in line
with Jim Baker: go slow, and
don't make mistakes.
Mr. Teeter is "the mildest
of men," reports Esquire
magazine. "His office on the
Wing of Power was without
decoration — one ratty desk,
no 'seating group,' no lamp
other than flourescents
above, no shelves for his un-
ruly hillocks of paper. With
the air of a harried accoun-
tant, he'd work through polls
and speeches, position pa-
pers, reams of memos."
The Bush campaign figure
who probably stirs the most
interest — or ire — within
the Jewish community is
Frederic Malek.
Like Mr. Teeter, Mr.
Malek, chief operating offi-
cer for the Bush campaign,
has a long history in Repub-
lican politics. In the early
1970s, he served as deputy
director of the Office of Man-
agement and Budget under
Presidents Nixon and Ford,
and was director of the 1988
Republican Convention.
While working for Presi-
dent Nixon in 1971, Mr.
Malek — known among col-
leagues as "The Ax," because
of his large number of firings
— headed a project that still
leaves Jews gritting their
teeth. Under Mr. Nixon's or-
der, he initiated an investi-
gation of the "Jew cabal" at
the Bureau of Labor and Sta-
tistics.
In 1988 — when Mr.
Malek was working on the
Bush campaign — the story
surfaced in the Washington
Post. Mr. Malek soon re-
