The United States cannot be a strong ally overseas as long as it remains weak at home. Third, as a people, we know that when the econo- my sours, Jews have been used historically as scapegoats by others in society. This is happening in the United States, where an- ti-Semitic incidents reached record levels last year in the midst of a recession. Democratic candidates Gov. Bill Clinton and Sen. Al Gore have offered a com- prehensive plan for getting this country back on its feet and ready to meet the challenges of the next cen- tury. With the end of the Cold War, they believe that more must be done to improve the nation's infrastructure, reform its education system, provide job training to U.S. workers who need new or better skills to compete with their counterparts overseas, reform welfare so that reci- pients are encouraged to find work, convert excess military production capacity to commercial manufactur- ing, control health care costs while providing universal health care coverage, and restore equity to the tax system. While not everyone will agree with each detail of their plan, taken as a whole, it advances the economic in- terest of the American Jew- ish community, as well as the economic interest of the entire country. Of course, American Jews are interested in other do- mestic issues besides the economy. Here, once again, the Democratic ticket repre- sents their views far better than the GOP. In the area of choice, Gov. Clinton and Sen. Gore would defend a woman's right to choose, repeal the "gag" rule placed on family planning counseling by the Bush ad- ministration, and sign the "Freedom of Choice Act" into law. George Bush has repeated- ly called for the repeal of Roe v. Wade appointed Supreme Court justices who have allowed states to place re- strictions on the right to choose, refused to fund fetal- tissue research that could benefit millions of people with crippling diseases, and sided with Operation Rescue in allowing anti-choice dem- onstrators to block women from entering abortion clinics. With Roe v. Wade hanging in the balance, whom do you want appointing the next Supreme Court justice? When it comes to mixing c_ religion and government, Gov. Clinton and Sen. Gore are staunch defenders of the First Amendment's wall' separating church and state. They oppose prayer in public schools and public school ceremonies and would not spend tax dollars on re- ligious education. - In contrast, Republicans= have played with fire by in- jecting religion into this (1 year's election, from Pat Buchanan's call for a re- -- ligious war at the GOP con- vention and George Bush's support for prayer in public schools and pandering to Pat Robertson's Christian Coali- tion, to the Republican Supreme Court justices who have destroyed protections against government inter- ference with religious prac- tices. George Bush may not be able to remember a thing about his education, but American Jews should not forget who best represents their interests on these and other domestic issues in 1992 — Bill Clinton and Al Gore. ❑ Tel Aviv Sets Education Plan Tel Aviv (JTA) — The Tel Aviv municipality is propos- ing to introduce a revolu- tionary education plan in which students would begin school at age 4 and be able to graduate high school by age 16. Outlining the plan at a news conference, Shimshon Shoshani, director of the municipality's Education Department and former di- rector-general of the nation- al Education Ministry, stressed that the proposed reforms are only in the planning stage. Approval by both the Edu- cation Ministry and the teachers will be required before the new plan can be put into operation next year. Mayor Shlomo Lahat said that under the proposed plan, some schools would be granted total autonomy and institutions would be in- dividually responsible for running themselves and managing their finances.
