In that context, the in-
creases over the administra-
tion budget in both the
House and Senate bills were
"a miracle," said Mr.
Talisman.
In fact, many members of
the House and Senate
strenuously lobbied the ad-
ministration to fund the
programs adequately, citing
their "vital humanitarian
role."
Both Mr. Talisman and
Mr. Wenick say the $405
,..;-,-ii.11ion appropriation by the
Senate would be palatable,
even with its requirement
that $116 million not be
di
.- 'spersed until Sept. 30 of
next year.
But they say the House
appropriation of $322 mill-
'ion would still leave a
dysfunctional program
under the current system.
One solution to a lower ap-
propriation, proposed by the
HES refugee office and sup-
ported by CJF, is to revamp
'the system by eliminating
the role the states now play
in disbursing cash assis-
tance and administering
Medicaid.
The program currently
calls for the State Depart-
ment to provide financial
support for the refugees for
the first month, called recep-
tion and placement grants.
Various voluntary agencies,
which provide case
management from the start,
generally then help refugees
get special cash assistance
and Medicaid, which are
administered by the states.
Jewish refugees are served
through a special matching
grant program created by
the Office of Refugee Reset-
tlement, in which $1,000 is
allocated for every refugee
coming into this country
through HIAS.
