to a more diversified economy smoother until these local economies start booming. Mustafa Abromi, co-director of the Center Arab-Israel En- trepreneurialism, a project designed to help Israeli Arabs learn how to create and operate businesses, says tran- sition may very well change the existing relationship bet- ween Israeli Jews and Arabs. Mr. Abromi claims that while their per-capita income and overall levels of prosperi- ty rose in the years from 1948-1965, there was little overall development in the underlying infrastructure in Arab Israeli towns. This was due to a weak population, scarce local resources, and the negative effects of military rule which was in effect in Israel's Arab sector until the mid-1960's. This all changed after the Six-Day War in 1967. "After 1967, trade between Israel and the West Bank and Gaza created economic oppor- tunities for Israeli Arabs as middlemen and traders," he says. "This, along with the freedom to work anywhere in the country, created economic foundations which by the ear- ly 1980s had translated into small workshops and fac- tories in the building, steel, metal and food industries. None of this was enough, however, to wean this sector away from being dependent on the larger Israeli economy." Mr. Abromi says a big pro- blem for Israeli Arabs is they always have lacked a "father of industry," someone who they could look up to as a role model who could fight for their industrial and economic rights in the Ministries of In- dustry and Trade, Finance and Interior. The result is a lack of adequate infrastruc- ture for industry in their towns, and of faith in their ability to create wealth. Mr. Czamanski and Mr. Abromi agree it isn't enough to merely laud the relatively high socio-economic standard of living of Israeli Arabs in comparison with their brethren in Egypt and Syria. The goal, they say, should be economic equality with Jewish Israelis. They say to achieve the same levels of employment opportunities, more govern- ment funds must be directed to building more industrial parts in the Arab sector, and proving more business infor- mation to Arab would-be en- trepreneurs. As it does in development towns through- out Israel, the government should take an active part in local business. ❑ President Bush made a Great Choice!
