he race to fill a seat in
the newly drawn 12th
Congressional District
has been distinctly different
from the neighboring 11th
District primary race.
U.S. Rep. Sander Levin, a
Democrat from Southfield,
and Oakland County Com-
missioner John Pappa-
george, a Republican from
Troy, have run a relatively
quiet and exceptionally
clean race.
Mudslinging, both can-
didates agree, is not their
style.
Yet that's the only issue
upon which they agree.
Mr. Levin, 61, a con-
gressman for the past
decade, for years sat comfor-
tably serving the old 17th
District. He was considered
unbeatable.
Mr. Pappageorge, a retired
U.S. Army colonel, says his
experiences have led to this
campaign. He wants to get
back into public service.
The 12th District includes
just a small portion of
Southfield, but it carries
Berkley, Clawson, Ferndale,
Hazel Park, Huntington
Woods, Oak Park, Pleasant
Ridge, Royal Oak and Troy.
Also in the district are five
cities in Macomb County:
Sander Levin
Center Line, Sterling
Heights, Warren, Utica and
a small part of Eastpointe.
Mr. Levin is at odds with
President George Bush over
many issues, including the
recent sale of F-15 jet
fighter planes to Saudi
Arabia and Mr. Bush's veto
of the Family Leave Act,
which would have mandated
businesses with more than
50 employees to provide 12
weeks of unpaid leave for
John Papageorge
employees on maternity
leave or who must care for a
sick family member.
"The decision on the F-15s
was purely political," Mr.
Levin says. "It was a last-
minute effort to put together
a jobs program. It was strict-
ly to gain votes in Missouri
(where the F-15 jets are
manufactured).
"But it is at the expense of
Israel," Mr. Levin says.
"This gives the Saudis -
modern airplane with day
and night flying capacity. It
gives them advanced radar.
"It will escalate an arms
race," Mr. Levin said. "It is
a desperate political act."
Since he did not bounce
any checks at the House
Bank, Mr. Levin hasn't
fallen prey to his opponents
on that issue. He discusses a
divided Washington
government that makes
work difficult on Capitol
Hill. He blames Mr. Bush,
whom he says vetoes too
much legislation.
Mr. Pappageorge, also 61,
tells a different story. He
says Congress hasn't given
Mr. Bush much worthwhile
legislation. The president
has no choice but to use his
power of veto, Mr. Pap-
pageorge says.
Mr. Pappageorge supports
the president on the sale of
F-15s to the Saudis. He does
not believe it puts Israel at
any risk. Rather, Mr. Pap-
pageorge says, such sales
will help the Saudis protect
American interests in the
Middle East.
Mr. Levin believes Israel is
the only true democracy in
the Middle East and Israel
must be protected by the
United States. He disagreed
with Mr. Bush when the
president withheld loan
guarantees. ill
