News gainst the shrill back- ground of political campaigning in Israel during the last election, another and entirely different kind of public controversy has commanded continuing pub- lic attention — the award of the prestigious Israel Prize for literature to Emil Habibi. Those who have followed the news from Israel are aware that at the time of the presen- tation by President Herzog, the proceedings were inter- rupted by shouted objections from Professor Yuval Neeman, himself a former recipient of an Israel Prize. The committee of judges had hailed Mr. Habibi for his contribution to belles lettres through his books which por- tray the life of Arabs in Israel today. His presentation of the political and social realities of Arab life were termed outspoken and critical, and a genuine contribution to con- temporary Israel literature. When the judges first an- nounced their decision there was hesitation on both sides. Mr. Habibi was not sure he wanted to accept, and he was subjected to severe criticism from many Arab quarters for even considering acceptance. On the other hand, the Minister of Education, in whose sphere the awards belong, was not sure he wanted to approve. In the end, both sides agreed, knowing that a storm was sure to follow. In his objection, Professor Neeman condemned the award to one who had only two years before received the PLO prize for literature from the hands of Yassir Arafat. Professor Neeman charged that Mr. Habibi's works breathed a deep hatred of Israel and pictured the coun- try as deserving to be destroyed. Professor Neeman left the hall and later returned the prize which he had received some years earlier. Other critics noted that Mr. Habibi had been among the founders of the Israel Com- munist Party, which he represented in the Knesset for 19 years. Mr. Habibi had asked for permission to make public acknowledgement of the prize at the time of conferral, but decision had already been made to ask another recipient to respond in behalf of all.
