A former member of the ew York City Council, Mr. eiss was first elected to ongress in 1976, suc- eeding former Rep. He was given a 1 0 percent rating by the 0 • merican Civil Liberties nion and the Council on oreign Relations. Born in Gaya, Hungary, I -. Weiss came to America n 1938 with his mother and ister. His Hungarian Jew- ish origins colored much of his life. Mr. Weiss was also an ad- ocate for the rights of iet Jews to emigrate and for human rights in the former Soviet Union.
