New Regulations
For Israel Army

I
n some circles the Israel
army has been criticized
as a body of trigger-happy
brigands who delight in
shooting down women and
children in cold blood.
Perhaps in response to such
criticism, the authorities here
have issued a new set of
regulations governing emer-
gency situations. This is the
first public disclosure of the
instructions, in free
translation.
From the Chief of Staff to
all units and all commands:
The following instructions
are to be put into effect im-
mediately. Soldiers who
violate these orders will be
punished to the full extent of
military law
1. Arabs who resort to
violence must be reasoned
with kindly and gently, in ac-
cordance with the noble prin-
ciples of prophetic Judaism.
2. Women and children
must be treated with dignity
and respect, no matter what
the provocation. All units are
instructed to have bouquets of
flowers on hand for presenta-
tion to women and girls when
they confront our soldiers.
3. Every incident shall be
met with tact. For example: If
a heavy building block is
dropped from a rooftop on the
head of one of our soldiers, the
commander should raise his
voice slightly, so as to be
heard, and inquire: "You up
there — did you drop
something?"
4. When traffic is held up by
the smoke of burning tires at
busy intersections, leaflets
should be distributed to all,
explaining the ecological
hazards of thick black smoke.
5. It must never be forgot-
ten that children are
children, and those who
shower stones on our men
should be politely invited to
participate in more peaceful
pursuits such as patient
lessons in chess, soccer or
skillful operation of pinball
machines.
6. Any Arab caught in the
act of stabbing an Israeli in
the back should be severely
reprimanded and appropriate
notation made in his identity
card.
7. Any Arab apprehended
for shooting, burning, stabb-
ing, strangling or torturing to
death another Arab should be
made to feel thoroughly
ashamed of himself. There
have been too many such
cases lately.
