the existing situation is that
it exacerbates the hatred;
Hamas' popularity, for ex-
ample, is a consequence
rather than a cause of an oc-
cupation to which there is no
end, of the hopelessness that
characterizes life in Gaza.
It will not be easy to
replace hate with hope, but
there is no other course wor-
th trying. No one should ex-
pect a sudden transforma-
tion, whether of language or
behavior: For many years
after a settlement is reach-
ed, there will be those who
will make careers of con-
demning the "sell-out," and
there will be those who,
listening to the incitements,
will choose terror as their
way. But some, and then
some more, will open shops
or study medicine or become
mechanics, will invest,
however grudgingly, in a
different way.
That, at least, is what we
must believe, if we ourselves
are to sustain the hope that
Israel is not condemned to
live forever as detested con-
queror, the Jews to be
perceived as accursed in-
fidels. •
But do not suppose that.
some grand symbolic gesture
or the simple stroke of a pen
will do. Fence by fence,
hilltop by hilltop, the
negotiations that must now
proceed will be tedious, ex-
acting, often frustrating.
The Israeli negotiators wi
often appear maddeningly
precise and detailed. Given
the Imam, they are fully en-
titled to be.
If there are grounds for
new hope today, and I
believe there are, it is be-
cause the focus on detail is
no longer a subterfuge, a
way to avoid an agreement,
but is, instead, a way — the
only way — to develop an
agreement that the people
can, quite literally, liv
with. ID

Head Of IDF Unit
Has Been Dismissed
Tel Aviv (JTA) — The
commander of an Israel
Defense Force undercover
unit in the administered ter-
ritories has been dismissed
for issuing open-fire orders
in contravention of standing
instructions.
The dismissed officer,
identified only as "Major R."
claimed the IDF chief of
staff, Lt. Gen. Ehud Barak,
personally intervened to
deny him an opportunity to
choose between resigning
and standing trial, according
to the Israeli daily Ma'ariv.
"Major R" was commander
for 18 months of the Shim-
shon (Samson) unit, which,
with its companion
Duvdevan (Cherry) unit,
operates undercover in Arab
garb to track down terrorists
in the territories identified
by Israel's secret service.
He was transferred to the
command of another elite
IDF unit, but not before
military police opened in-
vestigation into reports that
he had issued illegal open-
fire orders.
The findings were sub-
mitted only recently to the
IDF prosecutor's office,
which reportedly offered
Major R. the choice of resign-
ing or being court-martialed.
Senior military officers
cited by Ma'ariv said an-
other Shimshon officer was
recently tried on a similar
charge.
Military authorities ap-,
parently wished to avoid a
second court-martial involv-
ing the commander of the
same crack unit, preferring
to dismiss him rather than
risk the possibility of a tria
and media attention.
Disturbed Man
Kills Four
Jerusalem (JTA) — In a
nerve-racking drama,
mentally disturbed Jewish
man ran amok at a mental
clinic in the Kiryat Yovel
neighborhood of Jerusalem,
killing four women an
wounding another two
before being fatally wounde
himself by police shots.
The man, who was iden-
tified as Eitan Mor, 25,
showed up at the clinic,
where he had been treated in
the past. He was riding a
bicycle while holding a pisto
and an Uzi submachine gun.
He started shooting in-
discriminately at the women
present at the clinic.
Four women were killed
instantly and two other wo-
men were slightly wounded
After he shot the women, the
man rushed away.
Mr. Mor ended up on a
local rooftop, where police
tried in vain to talk him into
surrendering. Instead, hem
began shooting again, firing
into the air without hitting
anyone until he was finally
shot down by a police sniper.
