Jerusalem (JTA) — There

that Iraq will retaliate
against new allied military

Prime Minister Yitzhak
- Rabin said this week.
But he is urging Israelis to

issue to a minimum.

of President Bush's an-
ticipated announcement
that U.S. and allied
warplanes would enforce a
"no-fly zone" over southern
Iraq in an effort to prevent
--. Saddam Hussein's air force

from attacking Iraqi Shi'ite
Muslims.
Mr. Bush announced the
allied operation last week in
an appearance in the White
House newsroom in Wash-
ington. He said the ban on
flights by Iraqi fixed- and
rotary-wing aircraft south of
the 32nd parallel would
"remain in effect until the
coalition determines it is no
longer necessary."
Mr. Rabin, who also serves
as defense minister, rein-
forced the assessment made
by military authorities at a
Cabinet meeting that the
threat of an Iraqi attack was
—much smaller now than dur-
ing the Persian Gulf War.
Meeting with the Knesset
c, Foreign Affairs and Defense
Committee, he urged that
discussion of the issue be
kept low-key, "so as not to
create a momentum of
speculation."

Rome Bans
Skinhead Rally

Rome (JTA) — A ban by
Italian authorities on a
skinhead rally planned for
last weekend did not deter
several of the shaven-headed
extremists from showing up.
Some 700 to 800 skinheads
from all over Italy and
abroad as well had been in-
vited to attend the rally,
which was scheduled to run
in a large open field just nor-
th of Rome.
Most of the skinheads ap-
peared to have changed their
, plans after authorities last
C week announced that the
\ rally would not be permitted
to take place.
But dozens, possibly un-
aware of the ban, still tried
to reach the rally site, many
of them traveling in a
caravan of automobiles.
Police were out in full
force, both on roads near the
planned rally site and on
local main highways. Dozens
also patrolled railway sta-
tions.
