ed Mr. Kemp as his
"political rabbi," said the

Houston (JTA) — Housing
and Urban Development
Secretary Jack Kemp dazzl-
ed a reception given in his
honor by Jewish Repub-
licans last week with a few
minutes of good-humored,
off-the-cuff remarks that
displayed his knowledge of
and connection to the Jewish
community.
He talked about a 1972
trip to Israel during which
he learned about Zionism
from an American who had
made aliyah, his visit to the
sites of concentration camps
in Poland, and the liberal
democratic values he had
been taught by Jewish ac-
tivists over the years.
The charismatic Cabinet
secretary, who has clashed
repeatedly with President
Bush over urban and econ-
omic policy, and who looks to
be the favorite of the party's
conservative camp for a run
in 1996, also recounted his
longtime work for the
freedom of Jews to emigrate
from the former Soviet
Union.
And, just for good mea-
sure, he threw in a sprinkl-
ing of Jewish and Yiddish
words and the fact that his
first girlfriend was the
daughter of a rabbi, all to
the delight of the hundreds
at the gathering, which was
sponsored by local Jewish
Republicans and the Na-
tional Jewish Coalition, a
Republican group.
But above all, he stressed
his deep commitment to the
State of Israel. Holding up a

Bonn (JTA) — With Israeli
Prime Minister Yitzhak
Rabin due to visit Bonn ear-
ly next month, German and
Israeli officials are trying to
bridge differences over
Israel's request for 10 billion
marks in credits and grants.
Observers here believe a
compromise will be worked
out despite German reluc-
tance, attributed to heavy
financial commitments in
what was formerly. East
Germany.
Government quarters in
Bonn this week sought to
dampen Israeli expectations,
telling the German news
agency DPA that Bonn lacks
the means to shoulder new
financial responsibilities.

The issue came to the fore
in the wake of President
Bush's decision last week to
grant Israel guarantees for
$10 billion in commercial 4
loans.
When Israel requested the _di
money from Germany a year . 1
and a half ago, the govern- -1
ment here declined to make
a decision as long as the U.S.
administration refused to
provide Israel with loan
guarantees. •

Mr. Rabin is scheduled to
arrive here Sept. 9 or 10 for
talks on the Israeli-Arab
peace talks and on the role
assigned to the European
Community in the Ameri-
can-led process.
