came the first pope to visit
the Jewish state.
• Following the reunifica-
tion of Jerusalem during
the Six-Day War, the
Vatican in effect changed
its position regarding the
holy city. Previously, the
Vatican had called for in-
ternational control of
Jerusalem. After 1967, it
sought only "special status"
for Catholic holy sites
there, apparently acknowl-
edging Israel's sovereignty
• over the city.
Cordial relations and fre-
quent contacts have since
continued between the
Holy See and Israel, though
the Vatican's decision not
to recognize the state was
" an outstanding irritant"
always present at Jewish-
Catholic dialogue, Rabbi
Rudin said.
He said he expects the
Vatican's move to notice-
ably improve relations be-
tween Jews and Catholics.
More than 800 million
Catholics worldwide regard
the Holy See as the "custo-
dian of moral values." El

Arab Party
Retains Seats

Jerusalem (JTA) — The
Arab Democratic Party will
retain its two seats in the
Knesset as a result of a rul-
ing by the Jerusalem
District Court.
The court rejected the
government's appeal of the
election results in a Bedouin
village in the Negev. The
government had argued that
disarray in the polling pro-
cess raised doubts about the
validity of the results.
But the court found that
voting irregularities that
might have occurred in the
town of Aroer would not
have changed the final out-
come and did not justify an-
nulling the returns.
Had the court annulled the
returns, it would have
deprived the Arab Dem-
ocratic Party of enough votes
to keep its second Knesset
seat, which is held by
Bedouin lawyer Taleb a-
Sanaa. The extra seat would
have gone to the ruling
Labor Party.
Alternatively, the court
could have ordered new elec-
tions.
The government may still
appeal the case to the High
Court of Justice. But unless
it does, the two seats held by
Abd el- Wahab Darawshe's
party are safe.
