ewish activists are de-
veloping strategies to
persuade Congress to
quickly approve loan guar-
antees for Israel — assum-
ing, of course, that President
Bush and Prime Minister
Yitzhak Rabin reach their
expected agreement while
meeting in Kennebunkport
next week.
On the surface, an agree-
ment between the two
leaders, and the president's
blessing when the loan
guarantee measure goes to
Congress, should ensure
swift passage of the enabling
legislation.
A majority of House mem-
bers have already signed a
letter authored by two
Democrats — Chuck
Schumer, N.Y., and Wayne
Owens, Utah — and two
Republicans — Bill Paxon,
N.Y., and Jim Saxton, N.J.
— asking the administration
to approve the guarantees
quickly, an indication that
the measure has strong sup-
port on Capitol Hill.
But pro-Israel forces are
taking no chances. In this
volatile election year, they
recognize that anything can
happen between. now and
November.
"Getting a bill through
won't be a big problem," said
a leading pro-Israel activist.
"What could be a problem is
the degree of presidential
discretion in the legislation,
and how they handle the
`Leahy formula.' "
The first issue to which the
activist referred involves
how much latitude President
Bush (or, his possible suc-
cessor, Bill Clinton) will
have in deciding whether
Israel has lived up to the
terms of the loan guarantee
agreement.
The second issue involves

a proposal by Sen. Patrick
Leahy, D-Vt., to subtract a
dollar from the guarantees
for each dollar Israel uses to
expand settlements.
Retaining the Leahy For-
mula could complicate what
pro-Israel activists hope will
be a speedy debate.
Making matters more
difficult for pro-Israel
lobbyists is the apparent fact
that only the roughest out-
lines of a loan guarantee
agreement were worked out
by Secretary of State James
Baker and Prime Minister
Rabin during Mr. Baker's
recent trip to Israel.
A working group of Israeli
and American officials is ex-
pected to meet in Washing-
ton this week to begin
fleshing out the broad
agreement.
But until pro-Israel ac-
tivists know exactly what
this group decides, devising
a congressional strategy will
be difficult. And there is no
time for a trial-and-error ap-
proach on Capitol Hill. Pro-
Israel forces hope to pass the
loan guarantees before
members of Congress leaves
town in mid-September to
hit the campaign trail.

Some Jewish Republicans
are convinced that George
Bush can regain much of his
lost Jewish support.
But the Jewish Election
Committee, an ad-hoc group
of Jews who are fed up with
the Bush administration,
thinks otherwise.
"The administration is ab-
solutely cold to the Jews,"
said Ruth King, the com-
mittee's treasurer. "There's

no way, under the best of cir-
cumstances, that Jews will
give Bush 30 percent of the
vote." Not surprisingly, the
National Jewish Coalition,
the central group of GOP
Jews, disagrees.
"They are playing to the
base emotions of the Jewish
community without looking
at the bigger picture," said
Matt Brooks, the group's ex-
ecutive director. "To focus
