should be ambitious, even
visionary, expectations must
remain realistic. They must
also be pursued slowly, step
by step with the changing
political reality.
0 The Middle East poses
some unique problems, one
of them being the flagrant
asymmetry that exists bet-
ween Israel and the Arab
states in size, structure, and
numbers of weapons.
Since 1949 Israel has
maintained enough of a
qualitative edge to prevent
the invasion of its territory.
But Ze'ev Schiff, the defense
editor of the Israeli daily
Ha'aretz, notes in a for-
thcoming essay on arms con-
- trol that the acceleration of
the arms race since the Gulf
• War has considerably eroded
• that edge, especially in the
sphere of nonconventional
l
warfare.
The upswing in the arms
race highlights another
problem that wasn't faced by
• the Americans and Soviets:
L the influence of outside sup-
pliers whose interests run
counter to those of arms con-
trol. Ironically, these include
all five permanent members
of the Security Council, who
- have created a forum for
discussing Mideast arms
control but, as as Mr. Schiff
notes sharply, "liberally
dispense advice while conti-
nuing to close deals for
astronomical figures," with
the "uncontested leader in
this trade (being) none other
than the United States."

Another difficult issue af-
fecting the Middle East is
the geographical scope of an
arms-control agreement.
Obviously it must embrace
all the region's Arab states,
including Iraq, which is not
participating in the
multilateral talks estab-
lished by the Madrid for-
mula.

But what of Iran, which is
seeking to join the nuclear
club and will soon have
Israel within missile range?
And what about Libya? Can
Israel be expected to relin-
quish its deterrent stance as
long as even one of its
declared enemies remains
outside the arms-control
framework?

Still, a start has been
made. The sides have begun
contemplating what was in-
conceivable only a few mon-
back. And considering
what Mr. Schiff calls the
"menacing situation de-
veloping in the
background," that alone is
reason for optimism.
