anti-Semitism in the
Nicaraguan Sandanista gov-
ernment, NJA sent its own
representative, Rabbi Mar-
shall Mayer, to investigate. A
native of Argentina, Rabbi
Mayer declared the Nica-
raguan government was not
anti-Semitic.
"Mr. Abrams and other
right-wingers in the Jewish
community were rather up-
set" by the rabbi's report, ac-
cording to Mr. Grupper.
NJA's national office also
came out in support of affir-
mative action, citing its ap-
proval of "inclusionary, but
not exclusionary quotas," Mr.
Grupper said. "Inclusionary
quotas" embrace women,
blacks and Latinos, while "ex-
clusionary quotas" forbid the
participation of minorities —
such as limiting the number
of Jews admitted to medical
school, he said.
Not all Jewish groups have
sided with NJA in its support
of affinuative action. "And as
a result of this myopia on the
part of certain Jewish orga-
nizations, we were attacked
as self-hating Jews," Mr.
Grupper said.
But it was its outspoken
Middle East policy that most
often raised the hackles of
members of the Jewish com-
munity. In 1984, for example,
New York's NJA joined a ral-
ly in protest of Israel's entry
into Lebanon. The rally had
been organized by the
National Emergency
Committee on Lebanon, a
coalition that included the
Palestine Congress of North
America.
Such actions found criti-
cism even among those who
believe everyone in the Jewish
community should have a
voice and may ultimately
have hurt NJA's fund raising;
99 percent of the organiza-
tion's donations come from
Jewish sources.
"When they participated in
marches against Israel —
that's tough stuff," said Larry
Rubin, executive vice presi-
dent of the National Jewish
Community Relations
Advisory Council (NJCRAC).
"It's one thing to be in private
and say negative comments
about Israel; it's another to
be out there on the street. I
think NJA's actions like that
were difficult for a lot of folks

to accept."
"I'm not surprised at all
that they're closing up shop,"
added New York Jewish
Community Relations Council
Executive Director Michael
Miller. NJA never applied for
Council membership (the
Detroit chapter is a member
of the Jewish Community
Council of Metropolitan
Detroit), and "I never sensed
its presence."
Ultimately, NJCRAC's Mr.
Rubin sees NJA's decision to
shut down as the result of fail-
ing to establish a central core,

its platter. "They didn't prior-
itize," he said.
Gail Pressberg, spokesman
for the liberal American
Friends of Peace Now, credits
her group's success in part to
the fact that it remains a one-
issue organization. Its sole fo-
cus is resolving the
Arab-Israeli conflict.
She described American
Friends of Peace Now's fi-
nancial situation as healthy,
and said recent donations
have even increased.
Agenda has no plans to
change its platform, Mr.
Grupper said. The major
thrust of its funded political
work will be racism and anti-
Semitism, but it will continue
to be involved in other, "pro-
gressive" issues.
The group also has specific
fund-raising plans, finalized
last weekend by the steering
committee. These plans are
not contingent on whether the
mainstream Jewish commu-
nity finds NJA's positions ac-
ceptable.
"Those were righteous
stands we took," Mr. Grupper
said. "And we'll continue with
them — regardless of whether
we receive any money." ❑
