warnings to the new Israeli gov-
ernment to avoid becoming en-
tangled in American presidential
politics.
"Everybody is worrying about
1972," said one Jewish Democrat.
"Circumstances have obviously
changed, and Rabin has matured
as a politician. But there is this
underlying worry that because
of the possibilities of a real warm-
ing in relations between Wash-
ington and Jerusalem, Rabin
may go a little too far in giving
Bush a political push."
In 1972, Mr. Rabin — then Is-
raeli ambassador to Washing-
ton — gave the impression of
openly favoring Richard Nixon
in his battle against Sen. George
McGovern. This time around, ob-
servers predict Mr. Rabin will
try to walk a precariously fine
line.
On one hand, the new Israeli
leader hopes to take advantage
of the new mood of amity be-
tween the two countries. At the
same time, Mr. Rabin is being
warned that Bill Clinton could
win the election in November —

and that it would be highly un-
wise for the Israeli leader to give
the impression of favoring a Bush
victory.
According to numerous re-
ports, Secretary of State James
Baker will leave his post to head
up a faltering Bush reelection
(-, campaig n.
In the short term, that could
' also stimulate a flurry of progress
in the negotiations. But eventu-
1 D ally, the change at State is ex-
pected to result in a slowdown in
° the peace process.

"It definitely will have an im-
pact if they take Jim Baker out
of the peace process because of
presidential politics," said Rep.
° Wayne Owens (D-Utah), who
just returned from a visit to Mid-
's' die Eastern capitals. "He is the
catalyst for movement in the pro-
cess. If he is taken out of the pro-
cess, hopes for progress will be
I greatly compromised."
But still, the operative emo-

1 tion here is a kind of pragmatic
optimism.
"I see a real sense of hope and
movement in Washington," said
Rep. Owens. "The mood is very
conducive to the peace process; I
saw that when I was in the Mid-
dle East recently, and I feel that
in Congress." El
