Justice authorities explain that the main reason for their delay is the refusal by Mr. Deri and other suspects to respond to police question- ing. Another reason is that while the probe began with Mr. Deri, it grew rapidly to include other current and former Shas Knesset mem- bers, party officials and Or- thodox businessmen friendly to Shas. Investigative reporters Mordechai Gilat and Mali Kempner, who broke the story in Yediot Aharonot, wrote recently that of the 19 key suspects, only two have answered questions from the police. This was confirmed by the Justice Ministry. Besides Mr. Deri, the other current Knesset member under investigation is Raphael Pinchasi, Com- munications Minister in the last government and one of Shas's six Knesset members in this one. Mr. Pinchasi bore most of the blame a couple of years ago when State Comptroller Miriam Ben-Porat fined Shas about $250,000 —the highest fine ever levied by an Israeli state comptroller —for its highly unkosher bookkeep- ing practices. (Ms.Ben-Porat also slammed Mr. Deri for pouring Interior Ministry millions into Shas's yeshivas, community centers and charities.) While the climax to the in- vestigation is still to come, the Deri affair has already produced three court cases involving Shas officials accused of embezzling, ordering an illegal wiretap and bribery. As part of Shas's coalition agreement with Labor, Mr. Deri promised Mr. Rabin in writing that he would step down as Interior Minister if and when prosecutors are set to press charges against him. He did not, however, prom- ise to give up his Knesset seat. This leaves Mr. Deri a hope of avoiding prosecution and potentially tremendous leverage over the rest of the government.
