Elder Abuse
The Hidden Problem

Elder abuse is a problem
that has just started to
receive national attention. It
is estimated that there are
one million cases of elder
abuse per year but only one
in six cases is reported.
Elder maltreatment is the
non-accidental situation in
which an elder suffers as a
result of an act or omission
by a caregiver or guardian.
It can be further divided in-
to neglect, abuse and viola-
tion of rights.
Elder neglect occurs when
the aged are deprived of
necessities. Passive neglect
is the unintentional failure of
a caregiver to address an
elder's needs usually due to
lack of awareness of these
needs or inadequate re-
sources to fulfill them. Active
neglect is the deliberate
withholding of or denying
access to basic needs. Self
neglect refers to self inflicted
physical harm due to such
factors as diminished men-
tal or physical competency.
Elder abuse is the use of
violence or threat of force
towards an elder by a care-
taker. Physical abuse in-
volves the infliction of some
bodily harm. Psychological
abuse refers to the provoca-
tion of fear by a caregiver
through such behaviors as
intimidation, derogation, as
well as threatening violent
acts and/or abandonment
and isolation.
Elder maltreatment is the
violation of rights; financial
and material exploitation as
well as actions which limit
the freedom of a competent
elderly person to exercise
independent decisions.
It is imperative once a
case of elder abuse has
been uncovered some type
of intervention take place.
Two local agencies that can
be utilized are the Area
Agency on Aging
at
948-1640 and the Social
Services Department of
Oakland County Adult Pro-
tective Services at
858-4200.

Sephardic Party
Under Pressure
Jerusalem (JTA) - Ten-
sion is still running high
within Israel's haredi, or Or-
thodox, community follow-
ing the decision by the
Sephardic haredi Shas party
to join the Labor govern-
ment.
Rabbi Eliezer Schach and
other leading non-Chasidic
Ashkenazic rabbis have
declared that joining the
government is prohibited.
These rabbis, who head the
Degel HaTorah wing of the
United Torah Judaism par-
ty, are threatening to
"delegitimize" the Shas
spiritual leader, former
Sephardic Chief Rabbi
Ovadia Yosef, unless he
orders his party to quit the
coalition or has Shulamit
Aloni removed from her post
as education minister.
Rabbi Schach and the
other rabbis declared that
Ms. Aloni, who heads the
left-wing Meretz bloc, will
"lead the children of Israel
into apostasy." They insist
that no haredim may serve
in a government in which
she is minister of education.
By delegitimizing Rabbi
Yosef, they mean attacking
his many halachic books and
recommending they no
longer be studied in their in-
fluential yeshivas.
Rabbi Schach and his aides
are also directing strong
pressure at the other mem-
bers of the Shas Council of
Sages to abandon Rabbi
Yosef and quit the party.
Rabbi Yosef so far has
withstood the pressure. In
lengthy handwritten state-
ment he published over the
weekend, he explained his
decision to join the govern-
ment and not to leave it
despite Ms. Aloni's ap-
pointment.
He did that, he said, in
order to protect and enhance
the many achievements that
Shas had won in recent
years in terms of haredi edu-
cation. He noted specifically
that the military service
deferment. system for
yeshiva students would be
endangered if the haredim
turned their backs on the
new government.
As for Ms. Aloni, Rabbi
Yosef pointed out that
haredi education is an
autonomous department
w-ithin her ministry, headed
by a Shas deputy minister.
He also noted that Prime
Minister Yitzhak Rabin had
assured him in writing that
the curriculum of Jewish
heritage taught in non-
religious schools would not
be reduced under Ms. Aloni.
