who last year ran unsuccess- fully for Southfield City Coun- cil. A major issue for Ms. Oaks is solid waste management. Her goal for the county is to have a highly educated com- munity and adequate recy- cling and composting programs. Ms. Oaks would also like to see urban sprawl avoided. Specifically, she does not ap- prove of excess building in re- mote areas because she feels this detracts from local busi- nesses. In dealing with the issue of transportation, Ms. Oaks is advocating a regional trans- portation system that is fund- ed by federal, state and county means. Finally, she spoke about streamlining the road corn- mission, drain commission and public works department so they are under the author- ity of the county executive. Jewish Republican candi- date Ben Mayer, who twice ran unsuccessful campaigns against Southfield's Democ- ratic state Rep. Maxine Berman, will face off against the winner of the 21st District Democratic primary. Mr. Mayer says he is run- ning so he can keep his seat with the Oakland County Re- publican Committee. Mr. Mayer did say that if he does get elected he will make his priorities transportation and the environment. Democratic candidate Brig- it Green, who is also Jewish, is running for commissioner in the 13th District which has not changed since the last election. Ms. Green believes county funds are an issue because they will be more scarce and the commission will have to prioritize where the money goes. She also feels the county needs to take a look at effec- tive means of waste manage- ment. Another issue Ms. Green would like to devote attention to is human service programs such as specific programs to help older adults in the com- munity. In another county election, Jewish incumbent, Judge Sandra Silver, is running against Eugene Arthur Moore for probate court judge. ❑ Briggs, Dr. Meyer Eye Congressional Race KIMBERLY LIFTON Staff Writer W ith eyes focused on the Republican primary in the hot- ly contested 11th Congres- sional District, the media haven't given much ink to the district's Democratic primary. After all, the newly-drawn 11th Congressional District is historically Republican, and the Democratic race has remained relatively low key. Despite the appearance of a single party race, voters have two Democratic Party The issues for the Democratic candidates are plentiful. choices in the Aug. 4 primary. Michael Briggs is a CPA from Birmingham, and Dr. Michael Meyer is a re- ligious school administrator and community college in- structor from Novi. The district spans most of the northwest suburbs, in- cluding most of Southfield, West Bloomfield, Bloomfield Hills, Farmington, Farm- ington Hills, Birmingham and Novi. Those living in Hun- tington Woods, Oak Park and a small strip of southeastern Southfield reside in the 12th Congres- sional District. Rep. Sander Levin, D-Southfield, is un- contested in the Democratic primary in the 12th. As they are in the Repub- lican race, the issues for the Democratic candidates in the 11th District are plen- tiful. Mr. Briggs, who ran unsuccessfully against retir- ing Rep. Bill Broomfield in 1990, says he is an uncondi- tional supporter of Israel. "I fully support loan guar- antees without conditions," Mr. Briggs says. "The prob- lems of the Palestinians are not just problems for Israel to solve. The Arab commun- ity also must deal with it." He supports the Freedom of Choice Act which would codify the 1973 Roe vs. Wade decision legalizing abortion. Dr. Meyer, a religious school administrator who teaches world religion at Oakland Community Col- lege, says "Israel is a coun- try that has a long history. As a result, I believe Israel is entitled to its own state and should be protected."
