Institute Receives
Program Grant

The U.S. Department of
Health and Human Services
has provided a three-year
$300,000 grant to Wayne
State University's Merrill-
Palmer Institute for family
and human development to
implement a foster care com-
puter monitoring program
developed at Hebrew Univer-
sity in Jerusalem.
The Hebrew University
Clinical Information System

allows for a comprehensive 1
and systematic monitoring I
system of clients for foster- c>
care workers. Social workers
will have simple and easy ac-
cess to the up-to-date
information.
The system has proven so
successful in Israel that the
government recently in— I
structed all foster care agen-
cies there to use it.
The Merrill-Palmer In-
stitute has seen improvemente=,
in the monitoring of services
at Lutheran Child and Fami-
ly Service of Michigan, where
it oversees the use and
modification of the project.
The Institute also is
negotiating with the ,=',
Michigan Department of
Social Services and other
area social service agencies to
expand the project. By the-
end of the initial grant, the
program will be available for
use throughout the United
States.
The implementation of the
three-year grant in Detroit is
the result of a bi-national
agreement between the U.S.
government and Israel's
Ministry of Labor and Social
Affairs to improve the
delivery of foster care services
in both countries. The
Memorandum of Under-
standing is administered by
the national Council of
Jewish Federations, of which
the Jewish Federation of
Metropolitan Detroit is a
member.
The Hebrew University pro-
gram is a computerized
clinical information system,
developed originally for use in
Israel. As law and practices
are different in the United
States, Merrill-Palmer will
adapt the system for use in
America and ensure its flex-
ibility for use in states where
laws governing foster care
placement may vary from
each other.
