A lurid
murder was solved within
hours by Israeli police when
a 22-year-old suspect from
Carmiel in Galilee confessed
to beating and strangling his
16-year-old ex-girlfriend in
a fit of rage.
Only 36 hours after she
was reported missing, the
battered body of Caroline
Sten, a local beauty queen,
was discovered in under-
brush on a roadside less than
two miles from Carmiel.
The immediate reaction of
residents was to seek out
and beat up young Arab
laborers in town, although
the police ruled out the in-
tifada as a motive. Thirteen
residents were detained for
assault.
Ms. Sten, much sought
after by local youths and re-
portedly envied by female
peers, was last seen by a 16-
year-old friend.
The friend said he had

that his Jewish constituents do
not like to hear some of his
views, he says he must be hon-
est. In certain cases, he would
approve of arms sales to Arab
nations. And he agrees with Mr.
Bush's decision to postpone loan
guarantees to Israel to resettle
Soviet Jews.
He says postponement was a
good political decision and that
his ultimate goal is peace in the
Middle East. Therefore, he says,
he has no problems with the ad-
ministration asking Israel to
stop building settlements on the
administered territories.
The Democratic primary for
this House seat has been much
less publicized because the dis-
trict is historically Republican.
The winner of the Republican
primary is expected to win the
November general election.
Two candidates are in the
Democratic race. They are Wal-
ter Briggs, a CPA of Birming-
ham, who ran unsuccessfully
against Rep. Sander Levin in
the 1990 primary, and Dr.
Michael Meyer of Novi, a mem-
ber of the Novi School Board
who is the administrator for a
religious school run by a church.
In the new 12th Congres-
sional District, Rep. Sander
Levin is unopposed in the De-
mocratic primary. Republican
challengers are Ron Chapman
of Bloomfield Hills and John
Pappageorge of Troy. ❑

Bush's position to postpone loan

"I would have stood up to
President Bush," he says. "So-
viet Jews bring a window of op-
portunity. Not only would I loan
them money; I would give them
money as a grant."
Peace in the Middle East is
Ms. Gilbert's objective. Yet she
doesn't want to provide a sim-
plistic solution. She would weigh
each situation individually.
She calls herself a supporter
of Israel, and she favors U.S. aid
to Israel. Nothing, however, is
unconditional, she says. She
doesn't think Arab nations need
U.S. foreign aid, but she was re-
luctant to say whether she
would approve individual cases
of foreign aid to certain Arab na-
tions if she believed there was
a need.
She would like the United
States to secure loan guarantees
for Israel.
"I think the United States
ought to be aligned with all peo-
ple and all nations," she says.
Mr. Knollenberg supports
peace initiatives in the Middle
East, and he says the United
States need only act as a facili-
tator in the process. He says Is-
rael and the Arab nations must
learn to live together. He says
he would be a friend to Israel,

escorted her to her grand-
mother's house where she
was to spend the night and
in fact waited until he saw a
light go on in the entrance.
But Caroline failed to ar-
rive at her grandmother's,
nor was she at her own home
a short distance away.
The missing-persons
report set off a massive sear-
ch in which the ex-boyfriend,
Yitzhak Schram, par-
ticipated. The police detain-
ed him apparently because
of his relationship with the
victim.
After several hours of
questioning, Mr. Schram
admitted killing Ms. Sten
and re-enacted the crime,
police said.
He said he tried to per-
suade her to renew their re-
lationship. When she refus-
ed, Mr. Schram said he beat
and strangled her and
dropped her body at the side
of the road.
