The Council of Jewish
Federations, the umbrella or-
ganization for federations
`throughout the United States
and Canada, and the Hebrew
Immigrant Aid Society are ad-
vocating restoration of the
refugee resettlement funds at
last year's levels.

I CJF has held ongoing dis-
cussions with House and
Senate subcommittees head-
ed by Sen. Tom Harkin, D-
Iowa, and Rep. William H.
Natcher, D-Ken.
HIAS administers a
Reception and Placement
° Grant through the Bureau for
Refugee Programs of the U.S.
State Department. HIAS af-
,filiates across the country ac-
cept refugees and provide
`- i3ervices for one month.
HIAS currently reimburses
$330 per capita for those
refugees placed on the
Matching Grant and $488 per
capita for those refugees who
---are not.
"HIAS understands fiscal
rt ~ alities," said Debra Mark, a
HIAS spokeswoman:But we
feel it's important not to abro-
gate our commitment to
refugee resettlement."
' The CJF's Mr. Talisman
said the administration's pro-
posal to cut domestic resettle-
ment service funds is part of a
larger cutting plan in
Washington.
<D "Right now, the House is
looking tough," said Mr.
Talisman, referring to the fail-
ure of the House last week to
pass a balanced budget
> amendment.
`The House wants to prove
>- =' it can slash budgets without
the aid of a constitutional
`amendment," he said.
On June 25, the House is
scheduled to vote on whether
' to cut all foreign aid by 3 per-
, cent. This would cut Israel's
American aid package by $70
million. A second proposal
calls for a $400 million foreign
operations budget.
"We can never become a
country that allows money to
- govern how many refugees
settle here," Mr. Talisman
"said. "As a Jewish communi-
ty, we know all too well the ef-
fects of such a policy." ❑
