alestinian politics in
the West Bank and
Gaza Strip is a
sinister, brutal and mer-
ciless affair.
Behind the highly polished
sophistication of Hanan
Ashrawi and other articu-
late Palestinian advocates
who have been thrown up by
the peace process is a
kingdom of fear ruled by
armed political gangs with
names like Black Panthers
and Red Eagles.
The business of these
small knots of violent ex-
tremists is death. For them,
life is a commodity to be
disposed of arbitrarily and
capriciously, the price to be
paid for being a Jew — or a
Palestinian who is perceived
to be a political or personal
enemy.
The days of stone-
throwing, mass demonstra-
tions and riotous confronta-
tions with the Israeli securi-
ty forces which marked the
early phase of the intifada
have been replaced by these
small groups of armed Pales-
tinians who coldly plot their
"surgical strikes."
Symptomatic of the trend
is a spate of random attacks
on unarmed Jews,
culminating this week in the
killing of 15-year-old
schoolgirl Helena Rapp, an
event which convulsed
Israeli society and produced
an outburst of anti-Arab
violence .
Symptomatic, too, is the
rash of killings by Palestin-
ian extremists of fellow-
Palestinians, allegedly
collaborators, who are often
subjected to the most
gruesome forms of torture
before being executed in
public, a deterrent to others
who might someday con-
template dissent.
Since the start of the in-
tifada, some 900 Palestin-
ians have been killed in
clashes with Israeli security
forces, while a further 450
have been killed by fellow
Arabs. In the past 15 mon-
ths, however, far more Pa-
lestinians have been killed
by fellow-Palestinians than
by Israeli security forces.

religious or even personal

ocratic Front for the Libera-
tion of Palestine.
While inciting and organi-
zing attacks on individual
Israelis, hit-squads operate
primarily against
"collaborators" and other
perceived Palestinian
enemies, despite calls by
Arafat to halt the wave of in-
tra-Palestinian killings.
Their leaders, a senior
Israeli military source told
me this week, have taken it
upon themselves to decide
who will live and who will
die, as well as when and how
executions are conducted.
"They are," he said, "very
tough, very cool and very c--)
experienced. Often, it is 16-
or 17-year-olds who decide
who is a 'collaborator,' and
often it is simply a matter of
settling personal feuds or po-
litical rivalries."
Moreover, the definition of
a "collaborator," said the
source, is extremely wide
and varies from one group to
another.
For Hamas, it is enough if
a man drinks alcohol or a
women dresses "immodest-
ly." For the political
extremists, "collaboration" C 1
could mean almost any con-
