Romanian Rabbi
Seeks U.S. Aid

Washington (JTA)
Romania's chief rabbi,
Moses Rosen, warned
Americans this week that
unless the United States
helps Romania econ-
omically, there is no chance
that democracy will emerge
in the former communist
country.
"Hungry people going to
the ballot are dangerous
people," said Rabbi Rosen,
and democracy cannot sur-
vive if the people are
hungry, Rabbi Rosen said in
a talk to reporters at the Na-
tional Press Club.
He said Jews would be the
"first scapegoat" of a res-
urgent fascism if democracy
fails in Romania. But "this
is a danger not only for us,"
but for all Romanians, the
rabbi warned.
Rabbi Rosen was introduc-
ed by Aurel Dragos Mun-
teanu, a Jew who is
Romania's new ambassador
to Washington and was
previously its ambassador to
the United Nations.
Rabbi Rosen, 80, is in the
United States to speak for
Israel Bonds as well as at-
tend a meeting of senior
Jewish and Catholic leaders.
But he said he would also
use the opportunity to press
administration officials to
continue most favored
nation trade status for
Romania, as he has been do-
ing since 1975.
President Bush has
granted a waiver for
Romania to receive MFN
treatment despite human
rights violations by the
government of President Ion

The Iliescu regime is com-
posed of members of the
former Communist govern-
ment of President Nicolae
Ceausescu, who was ex-
ecuted in a popular uprising
in 1989.
Unlike the other East Eu-
ropean countries, Romania
has yet to hold a democratic
election. Without economic
support, Mr. Iliescu might
move to the right, Rabbi
Rosen indicated.
He said that despite prom-
ises to the Jewish commun-
ity, Mr. Iliescu has done
little to stop anti-Semitism
in the country.
Rabbi Rosen said he was
especially disturbed by the
growing attempts to
rehabilitate the name of Ion
Antonescu, Romania's pro-
Nazi dictator who encourag-
ed the massacre of
thousands of Jews in World
War II.

It's no secret that rates on such short-term
investments as CDs and money market funds are
at their lowest levels in years. But what you may
not know is that longer-term investments like
corporate, government and municipal bonds have
also experienced rate declines. And these declines
will be even more pronounced in the 1990s.
Don't simply reinvest the principal and interest
y ou receive into low yielding investments.
