French Shun
Israel Day

Paris (JTA) — The Israeli
Embassy's Independence
Day reception was snubbed
last week by French offi-
cials, apparently because the
new Israeli envoy committed
what the host government
considered a breach of pro-
tocol.
No senior member of the
French government showed
up; nor did anyone from the
opposition. Some sources at-
tributed their absence to
competition from the Cannes
Film Festival, which opened
on the same day.
But most agreed that Am-
bassador Yehuda Lancry,
former mayor of Shlomi
village in Galilee, got off on
the wrong foot.
Mr. Lancry arrived in
Paris in February but still
has not been able to present
his credentials to President
Francois Mitterrand.
That is because French
protocol requires that at
least five newly appointed
ambassadors must be on
hand before they are in-.
troduced to the president, a
senior Israeli official ex-
plained to the Jewish Tele-
graphic Agency.
Mr. Lancry had been given
to understand that the con-
vergence of new envoys
would occur around mid-
April. But that failed to ma-
terialize. The embassy,
meanwhile, had to send out
its Yom Ha'atzmaut invita-
tions for May 6.
The invitation was from
"Ambassador of Israel Y.
Lancry and Mrs. Lancry."
The French Foreign Min-
istry was horrified and
promptly telephoned the
embassy. "How could Mr.
Lancry invite French offi-
cials before he even has an
official existence?" the
Israelis were asked. They
were instructed to send out
new invitations in the name
of the charges d'affaires.
At the celebration, it was
the charges d'affaires, Yit-
zhak Eldan, who was official
host, shaking hands with the
hundreds of guests while Mr.
Lancry hovered in the
background, behind an
Israeli flag.
Two prominent political
personalities did attend the
reception — Simone Veil,
former president of the
Parliament of Europe and a
Jewish Auschwitz survivor;
and Alain Poher, 83, who
has been president of the
French Senate since 1968
and a staunch supporter of
Israel.
Mr. Lancry replaced Am-
bassador Ovadia Soifer.
