But her judg- ment of the government's lack of readiness for the tor- rent of Soviet immigrants has become consensus. During the interview, however, she stressed that while the government in- evitably makes mistakes, it is expending tremendous amounts of money and effort to help the newcomers suc- ceed. "The good will exists," she said: "Israel absorbs the immigrants coming back to their homeland with open hearts and arms. I would call on the Jewish people all over the world to assist us in cop- ing with this gigantic historical task of absorbing so many newcomers, who amount to 10 percent of our population." On the strictly political front, when she found that the Shas party had violated the Party Financing Law, she imposed the penalty to its full severity — a fine of 1.6 million shekels (nearly $700,000). And after Mrs. Ben-Porat's water report, Water Commissioner Tsemach Ishai, the chief malefactor in the systematic waste of Israel's most precious resource, was fired. Remembering the popular reaction to these findings, representatives of the Likud government tried to delay the release of her next an- nual report until after the June 23 elections. When public opinion against that move was so strong, they switched course and tried to push the report forward so the fallout would dissipate by polling day. Mrs. Ben-Porat said she realizes the politicians' sen- sitivity to the release of her annual report so close to election time, but will not hurry the report at the ex- pense of accuracy. Thus, she plans to publish it about three weeks earlier than usual. In July of next year, her five-year term will end, and the Knesset will have to decide whether to reappoint her. If she wants another term, the Knesset almost certainly wouldn't dare face the public's wrath by turn- ing her down. However, Mrs. Ben-Porat doesn't know if she wants to continue. She has other options. "They don't know what I know, which is that I am not suited to the world of poli- tics," she said. "I know my limitations." For Israel, she is the right person in the right place at the right time. ❑
