1991, which deprived the
PLO of its aid dollars from
the Gulf states. This, in
turn, curtailed the prestige
of its leaders and curbed the
patronage they could
dispense.
The peace process diverted

PLO leaders, who were ex-

cluded, and refocussed it on
the territories and such Pa-
lestinians as Faisal Hus-
seini, Hanan Ashrawi and
Sari Nusseibeh.

I \ Arafat's influence has
become severely cir-
cumscribed and his room for
maneuver increasingly
cramped. The money and
muscle that Mr. Arafat used
to impose control are no
longer available. Moreover,
they cut little ice with many
of the young intifada
firebrands or with their
elders, who quickly detected
the more tangible benefits of
going with the American
flow.
When, for example, the
PLO recently issued orders
from Tunis to fix factional
quotas for the various Pales-
tinian committees and in-
stitutions in the West Bank
and Gaza, the reaction was
either to ignore the diktat or
to rebel.
Palestinian leaders in the
territories were further
miffed last month when,
without prior consultation,
Mr. Arafat asked King Hus-
sein to sound out Washing-
ton about its reaction to a
possible confederation bet-
ween Jordan and Palestine.
The leaders in the ter-
ritories correctly calculated
that this was a move by Mr.
Arafat to ensure PLO con-
trol of the territories, via
Jordan, of any autonomous
authority that might emerge
in the West Bank and Gaza
Strip as a result of the
negotiations.
Mr. Arafat's bad fortunes
have been accelerated by
friction between his domi-
nant Fatah movement and
the unreconstructed Marxist
branches of the PLO, the
Popular and Democratic
Fronts. Compounding Mr.
\-, Arafat's dilemma is the
emergence within Fatah of
serious dissent over his in-
creasingly authoritarian
rule.
While there is no ground-
swell demand for
\(= democratization, there are
growing rumblings over the
absence of an heir apparent
and over the PLO leader's
virtual monopoly of power.
This was brought into
sharp focus earlier this mon-
th by Mr. Arafat's brush
with death. ❑
