BACKGROUND: Maxine Ashcraft was born and rais- ed in Montreal. "Montreal is a parochial city. I don't think I really had a true ap- preciation until I went back." Her mother is French and her father, Claude, was Jewish. Her father died when she was 9 years old. She remembers being an achiever as a child and put- ting pressure on herself. She graduated from West Mount High School in Montreal. She began business school, but then went to Ber- muda to work. She worked there two years and met her first husband. They moved to Detroit. While raising her family, she became active in the Jewish community. Her beginning mentor was the late Celia Baruch, who was active in Federation. In the mid-1960s, she began work- ing on legislative issues for the National Council of Jewish Women. As a result of her efforts at NCJW, Mrs. Ashcraft was appointed by Governor William Milliken to a <
