RESIDENTIAL London (JTA) — Israel's settlement policies in the ) West Bank and Gaza Strip are souring its relations not only in Whitehall and Wash- ington but with its biggest trading partner, the Euro- pean Community. That is not likely to change when Britain takes over the rotating chairman- ship of the E.C. on July 1. Hopes for closer ties will de- pend on progress in the peace process, Foreign Sec- retary Douglas Hurd told the Jewish Chronicle in an interview. In fact, it is "difficult to imagine dramatic progress" on E.C.-Israeli ties without a peace settlement, he said. Israeli officials have ex- pressed disappointment over E.C. efforts to link trade and diplomatic relations to Israel's policies in the ter- ritories. Mr. Hurd said he believes there has been a "considerable im- provement" in the at- mosphere between London and Jerusalem over the last few years. Mr. Hurd said Britain and its E.C. partners are fully supportive of the current peace process between Israel and the Arab states, organized by the United States. Tourist Drowns In Israel N Tel Aviv (JTA) — A British tourist drowned last week after falling off a rowboat in a turbulent stretch of the upper Jordan River. The victim, identified as Clive Max Heller, 45, of London and his son were on an organized outing under the leadership of a presumably experienced river guide. Their boat encountered rapids caused by, the ex- cessive flow of water from Lake Kinneret into the Jor- dan following a winter of abnormal rainfall that rais- ed the level of the lake. Mr. Heller reportedly stood up in the boat and toppled over, hitting his head on a submerged rock before being washed away. His body was discovered a day later, wedged between rocks near Kibbutz Kfar Hanassi, a little over a mile downstream. His son was treated for shock.
