Israel And Vietnam
Sign Economic Pact

Tel Aviv (JTA) — The
Israeli flag flew from a hotel
in Hanoi last week as Israeli
and Vietnamese officials
signed their first economic
cooperation agreement.
The accord could be the
prelude to full diplomatic re-
lations between the two
countries, according to Sever
Plotzker, a correspondent for
the Israeli daily Yediot
Achronot. He believes an
Israeli Embassy will open in
Hanoi as early as this
summer or, at the very
latest, by the end of the year.

Mr. Plotzker was in Hanoi
reporting on the first Israeli
trade delegation to visit the
Socialist Republic of Viet-
nam.
The historic signing took
place in the banquet hall of
Victory Hotel, on the banks
of the Red River, under the
economical glow of a single
ceiling lamp.
The signatories were
Avraham Bliss, president of
the Israel- Asia Trade Office,
and Pam Che Lan, a former

leader of the Vietcong, now a
member of the inner circle
that decides Vietnam's for-
eign and economic policies.
Israel's interest in estab-
lishing trade and commer-
cial _ties with Vietnam was
evident from the size and
composition of its delega-
tion.
Members included repre-
sentatives of Israel Military
Industries, Israel Aviation
Industries, the Ministry of
Industry and Trade and Zim
Lines, Israel's national
shipping company.
They held scores of
meetings in Vietnam, signed
several import-export con-
tracts and agreed on the
submission of tenders for
others, Mr. Plotzker re-
ported.
Vietnam is one of the
rapidly dwindling number of
Communist nations which
lately have sought normal
diplomatic ties with the Jew-
ish state.
Israel and China estab-
lished full diplomatic rela-
tions in January.

Tel Aviv (JTA) — Israel's
unilateral attempt to open
direct-dial telephone connec-
tions with the Arab world
has encountered a busy
signal.
While the Arab countries
could not selectively block
calls from Israel beamed via
satellite from Europe, they
were able to pressure Euro-
pean telecommunications
companies to stop relaying
them, the Jerusalem Post
reported.
The experiment was
started by Bezek, the tele-
communications corporation
owned by the Israeli
government. As of midnight
March 25, it became possible
for the first time in Israel to
telephone parties in 11 Arab
states, from neighboring
Jordan to distant Morocco
and Yemen.

Russia Accredits
Jewish Agency

Jerusalem (JTA) — The
Russian government has ex-
tended full accreditation to
the Jewish Agency, giving it
the status of an independent
organization that can
operate freely and legally
throughout Russia, the
agency announced.
The new status was con-
ferred on the basis of an
agreement reached between
Jewish Agency Chairman
Simcha Dinitz and Russian
Vice President Alexander
Rutskoi in Moscow last
week. It was formalized at
ceremonies in Moscow at-
tended by Russian senior of-
ficials, including the deputy
minister of justice, and
representatives of the Jew-
ish Agency's delegation in
Russia.
Until now, the Jewish
Agency had no legal stan-
ding in Russia and had to
operate through
intermediaries.
In practical terms, ac-
creditation means simpler
procedures to negotiate con-
tracts with local bodies for
the transportation of immi-
grants and their luggage to
Israel.
Mr. Dinitz sent a message
of thanks to Rutskoi express-
ing hope that the Jewish
