of young people's concern, it
is the ethics of the Israeli po-
litical establishment and the
regular resort to bribery,
blackmail and betrayal as
tools of the trade.
Prejudice, on this score,
runs particularly high
against the three Orthodox
parties — in part because so
many of their constituents
are exempted from military
service.
But since simple
arithmetic shows that no
government can be formed
without at least one of these
parties, some "dealing with
the devil" — as one angry
soldier put it — is begrudg-
ingly accepted as necessary.
Even by the age of 18,
Israelis are sober realists.
Almost 15 percent of the
country's 3.5 million eligible
voters are of army age or
otherwise fall into the
category of first-time voters.
That's a substantial chunk
of the electorate, roughly
equal to the number of new-
immigrant, Arab and re-
ligious voters.

Nevertheless, because
their ballots are spread
across the spectrum, these
youngsters generally get
short shrift at election time.
No one makes a serious pitch
for their support. The large
parties assume that they
will shore up the extremes

the elections tend to bear
this out.
Yet it's sad, in a way, that
the voters who carry such a
heavy part of the national
burden get lost in the shuffle
when it comes time to pay.

Prechter Frustrated
With Bush On Israel

he Bush administra-
tion's opposition to
$10 billion in loan
guarantees to help Israel
relocate Soviet Jews is
frustrating Republican
business leader Heinz
Prechter.
While answering ques-
tions Monday after a speech
on international business
and trade before an
estimated 200 lunchgoers at
the Jewish Federation's
Economic Forum, Mr.
Prechter said he hopes the
president soon "comes to
grips with it (loan guar-
antees)."
Recently, Mr. Prechter
said, he sent Mr. Bush a
letter reflecting his concerns
about U.S.-Israel relations,
which, he said, must be
displayed positively.
The president, Mr.
Prechter said, should be
committed to working with
Israel and all other nations.
"How do we work
together?" asked Mr.
Prechter, chairman and
chief executive officer for
ASC, Inc., the international
sun roof supply company he
founded 27 years ago. "I
share the frustration the
Jewish community shares,

and I hope he comes
around."
During his speech, Mr.
Prechter addressed changes
in the global marketplace
and the opportunities these
shifts present to the business
community.

the President's Export
Council, also spoke about
the recent trade mission to
Japan, in which he was one
of 21 senior business officials

America, he said, is in a
good position as an interna-
tional trading power.
"Just look at the
U.S.-Israel Free Trade
Agreement," he said. "Since
1985, it has fostered trade
expansion and economic co-
operation between our two
countries. This agreement
has helped make Israel an
attractive market for U.S.
exporters."
Last year, U.S. exports to
Israel totaled $3.8 billion.
