Bank report, moreover,
Israel, which once prided
itself on its social-welfare
policies, spent less of its na-
tional budget on social ser-
vices (22 percent) than any
other country in the de-
veloped world. The reason
for this dubious distinction
is well known: Jerusalem
devotes an inordinately high
proportion of its budget to
defense. Yet the results are
becoming increasingly con-
spicuous.
The forecasts, moreover,
are for worse to come — not
only because the 1991 fig-
ures will include the tens of
thousands of unemployed
immigrants, but because
more of the working popula-
tion is also sinking below the
poverty line. The average
monthly wage in Israel is
$1,000, but the mean mon-
thly outlay for a family of
four is $1,500, making it
imperative for both spouses
to work even in so-called
middle-income families.
Meanwhile, salaries are
being eroded by inflation,
and with unemployment
running rife, employers are
finding it easy to pay even
less than the minimum
wage. Yet taxes and the cost
of public services are on the
rise. The result, according to
one analyst, is that the
1,600,000 middle-income
wage earners are finding
themselves being pushed
down toward the poverty
line.
That squeeze may well be
the reason why a full 80 per-
cent of the people surveyed
in a recent poll judged the
government's performance
in the economic sphere as
"not very good" to
downright "poor."
One of the ironies of this
situation is that the people
who suffer most from the
economic policies of the
Right — the lower classes,
mainly of Middle Eastern
origin — are the Likud's
strongest supporters. Their
animosity toward Labor
traces back to the treatment
they received as newcomers
in the 1950s and 1960s, and
their support for the Right
essentially began as a pro-
test vote. Much has changed
in Israel's social and econ-
omic profile since then. But
although the Likud has done
little to serve their interests
of late (preferring in-
vestment in the territories to
cultivating the development
towns) and has shown even
less concern for their plight
(only one minister attended
last month's Knesset debate
