"Rabin's ascension means
that from the Bush ad-
ministration's standpoint,
they are not going to reward
Shamir with anything
before the Israeli elections
[scheduled for June]," said
Stuart Eizenstat, former
domestic affairs adviser to
President Jimmie Carter
and a longtime Jewish ac-
tivist.
"That means that the ad-
ministration will take a
much tougher position on
the loan guarantees than
they've taken in the past."
"What Baker was really
saying was 'Rabin, Rabin,
Rabin,' " added William
Rapfogel, director of the In-
stitute for Public Affairs for
the Union of Orthodox Jew-
ish Congregations of
America.
"What he was really tell-
ing Congress is that loan
guarantees are simply not
going to be an issue for the
administration until after
the Israeli elections in
June."
But another four-month
postponement could well
become a much longer delay
— again because of politics.
The closer the loan guar-
antee debate gets to the
American general election
in November, the more
difficult it will be to mobilize
a nervous Congress to pass
the guarantees.
And because of the ab-
breviated election-year
legislative calendar, there
simply may not be enough
time to pass loan guarantee
legislation after the election,
but before the end of the
year.
There is also the question
of how the administration's
stall will impact the Israeli
election.
On the one hand, it could
shift support to Mr. Rabin —
who favors territorial com-
promise in exchange for a
comprehensive peace and
has said he would halt set-
tlement activity "in densely
populated Palestinian
areas."
Already, there have been
hints that Mr. Rabin ap-
pears to be riding a wave of
Israeli public sentiment that
favors cutting a deal with
the Palestinians in return
for the loan guarantees,
which would greatly help
resolve Israel's current
economic crisis, and, of
course, reduce the tension
between Jerusalem and
Washington.
However, U.S. meddling
could also have the effect of
stiffening Israeli voter
resolve. ❑
