The American embassy in Israel, he said, was "very in- terested" in his proposal — and suggested the round of meetings in Washington. He also urged American Jews to take a more forceful role in pressing for economic reform in Israel. "I wish you would push harder," he said. "We have to revise our entire system; we have to realize that the Likud is not responding. They have to be forced." Mr. Tsiddon would accept conditions on the loan guar- antees that might force Israel to move more rapidly towards economic reform. "It is legitimate to have conditions on the guarantees — if they are aimed at the improvement of the money's performance," he said. "Conditions are illegitimate if you are talking about jeopardizing another coun- try's defense." Israel will not be able to deal with its staggering ab- sorption problem, he said, unless it makes significant changes in its economy.
