Under Mr. Tsiddon's plan,
Mr. Shamir could claim vic-
tory because the guarantees
would not force changes in
Israeli policy — and Mr.
Bush could make the case
that the guarantees would
not contribute to the expan-
sion of settlements.
The American embassy in
Israel, he said, was "very in-
terested" in his proposal —
and suggested the round of
meetings in Washington.
He also urged American
Jews to take a more forceful
role in pressing for economic
reform in Israel.
"I wish you would push
harder," he said. "We have
to revise our entire system;
we have to realize that the
Likud is not responding.
They have to be forced."
Mr. Tsiddon would accept
conditions on the loan guar-
antees that might force
Israel to move more rapidly
towards economic reform.
"It is legitimate to have
conditions on the guarantees
— if they are aimed at the
improvement of the money's
performance," he said.
"Conditions are illegitimate
if you are talking about
jeopardizing another coun-
try's defense."
Israel will not be able to
deal with its staggering ab-
sorption problem, he said,
unless it makes significant
changes in its economy.
"A good system is a system
that enables average people
to make good decisions," he
said. "Ours is a system that
forces good people to take
below-average decisions."

A group of young Israeli
leaders is getting a crash
course in American
pluralism, thanks to the
United States Information
Agency and B'nai B'rith
International.
"The theory is that they
can talk about the programs
that work and don't work,"
said Reva Price, B'nai
B'rith's assistant director if
international and public af-
fairs. "Many of the problems
that Israel is facing in ab-
sorbing different popula-
tions are problems that we
have been dealing with in
this country for many
years."
During a recent Washing-
ton stay, the 10 Israeli
visitors met with Capitol
Hill aides and civil rights
leaders to hear about the
impact of racial and ethnic
differences on the democrat-
