American workers suffering?

question the sovereignty of
east Jerusalem.
So what happens now?
If the U.S. continues to
strong-arm Israel about
halting new settlements,
Israel will stiffen its resolve.
The result: no loan guar-
antees, increased economic
woes for Israel and espe-
cially the new immigrants.
In addition, the flow of Jews
from the former Soviet
Union will continue to
diminish. And the peace
talks will be damaged,
perhaps irreparably, by the
bad blood between the U.S.
and Israel.
So Israel will suffer, but so
will Washington.
In the spring elections,
Israelis will vote into power
a government that can stand
up to American pressure,
and the cycle will continue.
Of course the U.S. is not
obligated to help bail Israel
out by guaranteeing the
loans from private banks.
It's just the morally respon-
sible thing to do, having en-
couraged Soviet Jews to seek
new lives in democratic
countries and then limited
the number of Soviet Jews
who can come to America's
shores.
And it's the politically
wise thing to do as well.
Guaranteeing the loans will
cost the U.S. a relatively
modest $200 million while
increasing the level of trust
Israel has in Washington as
the peace negotiations reach
more delicate stages. And
while the Arabs may balk, it
is in their best interest to
deal with an Israeli govern-
ment strengthened suffi-
ciently to make compromises
on the road to peace. Other-
wise, they've got no one to
talk with.
If the Bush administration
really wants to help Israel,
and help itself, it should ap-
prove the loan guarantees.
Bullying its only democratic
ally in the Mideast is not
only repugnant. It's
dumb. ❑
