should be allowed to par-
ticipate in that working
group.
The suggestion was im-
mediately rejected by Israeli
Foreign Minister David
Levy. "If those whose par-
ticipation we object to do ar-
rive and if this runs counter
to the agreement, they will
meet by themselves," he
said.
The Palestinians also re-
jected the compromise as not
going far enough.
At press time, the issue
was still outstanding.
Also at press time, any
progress at the session was
largely limited to the fact
that it had occurred. The
agenda on the opening day
was restricted to 10-minute
speeches by each of the par-
ticipating nations.
According to reports, all
the Arab nations made it
clear they had no intention
of dealing seriously with any
of the regional issues until
the Palestinians were also at
the table and Israel has
backed down from its official
stand of ruling out trading
any land for peace.
"We cannot make or attain
specific progress if Arab
lands continue to be oc-
cupied and the Palestinian
people continue to be depriv-
ed of their right of self-
determination," said Saudi
Foreign Minister Saud al-
Faisal.
In his speech, Mr. Levy
said regional cooperation
should proceed independent-
ly of the bi-lateral talks with
Israel's immediate
neighbors.
Despite the obvious prob-
lems, Mr. Baker pronounced
the opening day of the multi-
lateral talks as "a good
beginning." The various
speeches, he said "were on
the whole complete and
moderate in their tone." ❑

Eyewitness
Implicates Nazi

Bonn (JTA) — More
eyewitness evidence was
presented last week that
Nazi war criminal Josef
Schwammberger personally
shot inmates of the concen-
tration camps and ghettos in
Poland.
Testimony was given by a
71-year-old Israeli witness, a
woman identified only as
Yalenski.
She recalled how she
narrowly escaped from a
ghetto under Mr. Schwam-
mberger's command after he
ordered her and four other
people executed because a
piece of bread was found in
their quarters.
