criminals according to their
own standards and not ac-
cording to the number of
spaces available in the
prisons.
If the three prisons were
opened, he said, he is op-
timistic that voters would
pass millages to pay for the
program to correct crime and
the economy.
In Michigan, there are
32,000 prison spaces and,
each year, 27,000 people are
convicted of serious crimes,
he said. Because of the shor-
tage of prison space, the
average length of stay for a
prisoner is two years.
"Within three years, the
average person convicted of
a crime will be on the streets
again," he said. "Of those,
60 percent within three
years will start committing
crimes.
"This is a serious threat to
our society," he said. "And if
you don't solve the crime
problem, there will be no
way you will get people to
reinvest in Detroit, or
Saginaw or Muskegon, or
any other place in jeopar-
