foreign investors are wary of
strings, the government will
not control more than 49
percent of the new compa-
ny's stock, legally forbid-
ding it from imposing regu-
lations on the private opera-
tions.
Still, Israel must persuade
investors that it is a worth-
while venue for their dollars.
To do that, the country
must assure them that
goods can be invented and
produced in the Jewish state
that will find a welcome in
world markets.
That necessitates a well-
built infrastructure to test-
market products in other
countries — a framework
that is the missing ingre-
dient in Israel's investment
campaign.
The country has not seen
American businesses come
in droves, because it does
not have the ability to an-
swer their specific questions
on the market's potential for
a new product.
"It is not a question of will
it sell," said Irvin Barash.,
president of Vencom Man-
agement Incorporated, one
of this country's oldest ven-
ture capital firms. "It is a
question of putting in the in-
frastructure to bring it to
the market."
