The pro- ject is meant to attract new, young settlers, to work in the industrial enterprises. Work has begun on Yafe Nof ("Beautiful View"), the newest of these clumps of heterogenous stucco villas. Members of the younger generation will build-their- own-homes in a pine forest planted by their immigrant parents. Elaine (Kopp) Levitt, a former American Hadassah president and activist, im- migrated in 1973, moving to Jerusalem with her two children. There she worked for the Jewish Agency and two years later moved to Maalot, to learn more about development towns. Her job was to encourage immigra- tion and absorption in Galilee, and one of her pro- jects was a "trial living ex- perience for foreign volunteers" in the develop- ment towns. With the same ideology, she now runs a private employment agency in Tefen. She says, "It is the people that make Maalot. They really care about each and every person that comes here. We're still a long way from where we want to be, but living in a small town like this, there is more chances of attaining one's goals." ❑ WZPS I NEWS I Senator Blames U.S. For Israel's Troubles Los Angeles (JTA) — American policy is responsi- ble for many of Israel's dip- lomatic and economic prob- lems, an influential U.S. senator charged here. Sen. Daniel Inouye, D- Hawaii, said the United States had broken its prom- ise to consult closely with Israel and take a neutral stance on the current Middle East peace talks. "It appears that the United States is not just an honest broker but is projec- ting the image of a partici- pant," Mr. Inouye told some 900 supporters of the Ameri- can Israel Public Affairs Committee at a dinner here. "I hope that we will see the errors of our ways and ask the Arabs to deal directly with Israel as a sovereign nation, not through the United States," he said. The veteran senator pointed out that America has largely reneged on promises implicit in the Camp David accords that Israel would be compensated for the loss of oil fields and two major air bases after its return of Sinai. Mr. Inouye, who chairs the influential defense ap- propriations subcommittee, also declared that the United States is "a major cause of Israel's economic ills." He lashed out at President Bush's delay in granting guarantees covering $10 billion in loans Israel is seeking for the absorption of Soviet immigrants. Mr. Inouye compared Israel's request to someone with an excellent credit rating asking a friend to co- sign a loan from a bank. "All we are asked to do is extend the hand of friendship," he said. The senator announced that he will fly to Israel for three days of meetings with senior officials. "When I come back, I will share (the officials') concerns with the U.S. administration and my colleagues," he said. Another speaker at the dinner, U.S. Rep. Lawrence The United States had broken its promise to consult closely with Israel and take a neutral stance on the current Middle East peace talks. Smith, D- Fla., urged Ameri- can Jews to redouble their political efforts, because "we are now less than 2 percent of the country's population, and our voice is becoming smaller." Despite demographics, the Jewish community still re- tains considerable clout, as was attested by the presence and vigorous handshaking of no fewer than six Repub- lican and Democratic can- didates vying for Califor- nia's two U.S. Senate seats in the 1992 elections. Also notable was the in- creasing role played by resi- dent Israelis in Jewish fund- raising causes, with almost 10 percent of the audience made up of Israelis. K
