ROYAL TOUCH CATERING AND GIFT BASKETS Morocco, he came to Israel as a child and grew up in Maalot. Since his election in 1976, he has vowed to make Maalot "the pearl of Galilee" and he works indefatigably to this end. The town boasts no slums, no juvenile delinquen- cy and virtually no crime. Bulldozing his way through bureaucracy, the charismatic mayor has a knack for getting things done. With 75 percent of the population under the age of 40, education has top priori- ty. In the early years, 90 per- cent of the kindergartens and primary school teachers were taxied in. There was no high school and students had to travel to Acre or Haifa. 'Ibday there are five day-care centers, 16 kindergartens, three elementary schools and three secondary schools, all with local staff. The ORT comprehensive school, an ar- chitectural delight built in 1984, now has 600 students and recently won an award as the best of Israel's 120 ORT schools. Unemployment in Maalot is less than 1 percent, a full 7 percent below the national average. While many profes- sionals commute to nearby Nahariya, 20 kilometers to the west, 40 percent of the work force hold jobs in in- dustry in Maalot itself and in the adjacent Tefen Industrial Park. Elsinct Electronics, which set up a plant in 1978, now employs over 200 people. In 1981 Israel's first electricity-generating wind turbine was set up to provide power for the Iscar factory, which manufactures machine tools and turbine blades. Other factories include Gal Plastics, Gibor textiles and Thermophil, which produces electric cables and conductors. Mickey Nir believes that Maalot's future lies in the development of tourism. He is in charge of a project to dam the Pek'in stream, in order to produce a 12 acre artificial lake. The walls of his office are covered with maps and scale drawings. Brimming with enthusiasm about the project, he says, "I predict that Maalot will become Galilee's major center of tourism." He outlines plans for hotels, a motel, a marina, restaurants, a spa for alter- native medicine and an ar- tist's village." Everywhere bulldozers are clearing land and the bang- ing and clattering of building ring through the hills. Of the housing projects, "Build-your- own-home" is the most in- novative.
