uhila Dakwar is a blind
Arab woman. For the
past eleven years she
has worked as switchboard
operator of Maalot's local
council. In this Upper Galilee
town of 7,000 and the
neighboring Arab village of
Tarshiha (pop. 3,000), the
disabled and elderly are well
cared for and Jews and Arabs
coexist in peace.
Maalot ("Heights"), is
located on a ridge of moun-
tains 600 meters above sea
level. In 1963, Maalot and
Tarshiha formed a joint local
council, the only one of its
kind in Israel. Since that
time, Arabs and Jews have
worked together, for the same
salaries with similar benefits.
Says Mickey Nir of the local
council, "The council serves
both towns. Although each
maintains its distinctive
lifestyle, and intermarriage is
discouraged, there is mutual
respect and tolerance. True
friendships develop, leading
to much social contact."
Mayor Shlomo Buhbut
believes that this is precisely
the reason why Maalot was
singled out for a terrorist at-
tack in 1974. Twenty-seven
people, mostly children, were
killed in the massacre. "This
thrust Maalot into the head-
lines," says Mr. Nir, "turning
it into a macabre tourist at-
traction." But it also made
the government aware of the
town's problems — extensive
unemployment, a high per-
centage of welfare cases, over-
crowded living conditions and
general apathy. There was a
high population turnover as
young people, with little or no
prospects, decided to leave
and try their luck in the city.
Maalot had a difficult start.

During the War of In-
dependence in 1948, most of
the Arabs of Tarshiha fled to
Lebanon. Jewish immigrants
from Romania were tem-
porarily housed in the aban-
doned homes. In 1956, they
were transferred to the first
housing units built in Maalot,
along with new immigrants
from North Africa, mainly
Morocco. Although the
government was anxious to
settle the Galilee, which is
still overwhelmingly Arab,
development towns like
Maalot were makeshift and
never really properly plann-

ed. Unemployed immigrants
were put to work for meager
salaries in JNF reforestation
projects. Industry was to come
much later, at the insistence
of the townspeople. Says
Mayor Buhbut, "Most of the
development towns, which
had been less than successful
in the 1950's, fought their
way out of that situation."
The UJA's (United Jewish
Appeal) Project Renewal,
which has twinned Maalot
with Pennsylvania, has work-
ed miracles. Delapidated old
apartments are being
renovated for young couples
and ultra-modern public
buildings are scattered
throughout the town, in-
cluding a community center
and a 700 seat cinema.
Streets are wide and clean
and people are friendly. They
seem to care about their
town.
