But loan guarantees are
not the only pro-Israel
priority that could be
jeopardized by the new spirit
of isolationism.
Several months ago, the
House scuttled a foreign aid
authorization bill. Current-
ly, congressional leaders are
trying to decide whether to
resurrect the proposal,
which contains authoriza-
tion for Israel's $3.2 billion
in annual aid, or to settle for
a "continuing resolution"
that will keep the entire aid
package out of the limelight.
That reflects the growing
fear that with foreign aid
under attack by both conser-
vatives and liberals — and
with the breakup of the
Soviet Union creating un-
precedented new demands
on American aid — the en-
tire aid program could be in
for a major shakeup.
There is also growing talk
that Congress, with the fed-
eral budget in shambles,
might revisit the 1989
budget agreement.
Among other features,
that agreement erected high
walls between different
components of the budget, a
separation that has
prevented growing domestic
needs from being met by
raiding the foreign affairs
component of the budget.
But if those walls are
knocked down by a worried
Congress, foreign aid in gen-
eral and Israel's large chunk
in particular may become
hot political issues in 1992.
Congress will face some
other difficult foreign affairs
decisions in the next few
months, as well.
There are several new
arms sales to Arab countries
in the pipeline, including at
least one major sale to Saudi
Arabia.
The Saudi government's
rejection of U.S. pleas to
support rescinding the
United Nations "Zionism as
racism" resolution has
angered a number of legis-
lators, and given heart to
those who have argued all
along that the Saudis were
little more than allies of
convenience — their conve-
nience, not ours.
Also on the congressional
agenda will be several pro-
posals to limit the spread of
nuclear weaponry, a grow-
ing concern for Israel now
that Soviet technology may
be finding its way onto the
international arms bazaar.
