to Syria, the Syrians are continuing their efforts to acquire a stockpile of nuclear weapons, and Iran is building up a reserve of long- range missiles. The Tel Aviv University conference was organized by its geography department to mark the 700th anniversary of the establishment of the Swiss Confederation. Professor Yoram Dinstein, president of the university, said he was surprised that no one ever proposed that Israel become a confedera- tion. "Why not have 10 can- tons, six of which will have a Jewish majority and four an Arab majority?" he asked. Mr. Ne'eman promptly threw cold water on that idea. He pointed to the upheavals in federated states like Yugoslavia and the breakup of the Soviet Union along ethnic and na- tionalist lines to make the point that "1991 is not a good year" to propose a fed- eral system. Roland Dumas Visits Israel Paris (JTA) — French For- eign Minister Roland Dumas will make a three-day visit to Israel, the Foreign Min- istry has announced. Mr. Dumas, who has not visited the Jewish state since taking office, will be in Jerusalem from Jan. 8 to 10. The Foreign Ministry said his trip is part of an ongoing effort by France to promote Middle East peace. Israeli observers said Mr. Dumas was doing his best to rees- tablish a French role in the Middle East peace process from which it feels left out. Mr. Dumas has already been to Lebanon and Jordan, but a planned visit to Damascus was abruptly called off last week. The Syrians were angered when they learned that the French minister intended to raise the question of Syria's treatment of its Jewish population with President Hafez al-Assad, as well as Syria's haven for wanted Nazi war criminal Alois Brunner. Mr. Dumas will travel to Jerusalem accompanied by Israel's outgoing ambas- sador to France, Ovadia Soifer. It will be Mr. Soffer's last official trip before his tenure ends.
