Reaching Turning Point

Township planners are
looking at last week's
meeting in different ways:
Township planners believe
they are closer to a decision
on Lubavitch's proposed
Synagogue Campus of Liv-
ing Judaism west of the
Maple-Drake Jewish Com-
munity Center.
Lubavitch officials believe
they may be close to filing a
lawsuit against the
township.
"I think it is coming to an
end," said Rabbi Yitzchok
Kagan of the Lubavitch
Foundation of Michigan.
"Last week was a turning
point downward. We pilpuled
(nit-picked) some more and
brought back a revised plan
for the fourth time" since
Lubavitch first proposed to
build a synagogue and rab-
binical seminary three years
ago.
The township planning
commission last week asked
the township planning staff
to propose use-intensity
criteria for the entire 40-acre
site at the next meeting of
the commission Jan. 14.
Lubavitch has asked for con-
ceptual site plan approval
for the southern 17 acres of
the site abutting Maple
Road. They argue that it will
take many years for the
organization to fully develop
the southern portion, and it
has no plans for the northern
acreage.
Rabbi Kagan said the
planning commission would
retain jurisdiction over any
undeveloped portions of the
property, and nothing can be
developed without township
approval. To set parameters
now based on single-family
usage, after Lubavitch has
met with township staff on
10 occasions over three
years, is dishonest, Rabbi
Kagan said.
"We will continue to work
with them," the rabbi said.
"But if we reach the point of
no return — and we seem to
be getting to that point
—then we will have to go to
court."
Two of the most recent
synagogue construction pro-
posals in West Bloomfield,
Congregation B'nai Moshe
and Temple Shir Shalom,
wound up in Oakland Coun-
ty Circuit Court before the
township and the congrega-
tions agreed on plans.
Peter Pekkala, the new
chairman of the planning
commission, said this week
he believes the plan will
move forward Jan. 14. "We
asked the township staff to
prepare guidelines for usage
intensity for the entire site
— the number of sewer units
permitted and traffic ge-
neration."
Asked if any other special
use request had been corn-
pared to single family usage,
Mr. Pekkala responded,
"We've never had a special
use request like this one."
He said the Jewish Center
presented a total develop-
ment plan for the Maple-
Drake site before it was built
in the early 1970s. "We
want to see a total plan so
that the Lubavitch site
won't be overdeveloped,"
Mr. Pekkala said.
The JCC plan, according to
Executive Director Morton
Plotnick, included every-
thing "the township is now
asking of Lubavitch. We put
in every eventuality," in-
cluding the two-story wing,
the Rosenberg recreation
complex that was not built
until 1989, the Home for
Aged-Federation Apart-
ments site, and even a future
building for another com-
munity agency.
Mr. Pekkala predicted the
planning commission would
make minor changes to the
Lubavitch plan and review
the usage criteria Jan. 17,
then forward the plan to the
township board of trust-
ees.
